The DHC Procurement Office is responsible for providing a procurement system of quality and integrity;

  • Providing for the fair and equitable treatment of all person or firm involved in procurement by DHC; 
  • Ensure that supplies and services (including construction) are procured efficiently, effectively, and at the most favorable prices available to DHC;
  • Promote full and open competition in contracting;
  • Assure DHC procurement actions are in full compliance with applicable Federal standards, HUD regulations and applicable State and local laws.

To ensure the integrity of the procurement process, each contract is analyzed by Procurement Office staffers and/or separate Procurement Teams - employees grouped from key departments including Procurement, User Departments and/or Legal. These individuals explore and implement best practice standards for procuring goods and services for the Commission.

As a public agency, all purchasing by the DHC must be performed in accordance with DHC Procurement Policy, State and Local regulations and with the Code of Federal Regulations (CFR) 24 Part 85.36. The federal regulations can be accessed online at:
