Bids/proposals for procurement from the Detroit Housing Commission sealed bids/proposals will be received on: MITN bidnet direct.

The Detroit Housing commission reserves the right to waive any irregularity in any bid/proposals, or to reject any or all bids/proposals, should it be deemed for its best interest.

 

Each solicitation varies depending on the scope of the bid, but generally DHC procures goods and services in the following ways:

 

The Informal Solicitation Process (Less than $250K)

Purchase orders for goods and services valued at less than $250,000 may be solicited without public advertisement via mail or fax quotations to at least three and often more vendors. DHC may also solicit emergency contracts by phone without public advertisement. These transactions are executed to meet emergency departmental needs and are heavily scrutinized by the DHC Procurement Office.

 

The Formal Solicitation Process (More than $250K)

The formal process applies to procurements valued at $250,000 or more. Purchase of for goods or services may be solicited using Sealed Bid Method or Competitive Proposal Method (commonly referred to as RFP).  In cases in which a Request for Proposal (RFP) is used, vendors submit proposals which are evaluated based on benefits to DHC and price and other factors are considered as basis for award. Competitive proposals are the preferred method for procuring professional services.  All solicitations procured under the formal process (exceeding $250,000) must be approved by DHC's Board of Commissioners.

 

Notice To All DHC Bidders:

To the extent that a contract involves construction, or is a contract of services, award of said contract falls under Section 3 requirements pursuant to §24 CFR Part 75.

This pertains to all contracts except for supplies, materials, equipment, regardless of the dollar amount of the contract.

Businesses seeking a preference in contracting on applicable Section 3 projects may qualify as a Section 3 business concern if they meet the following criteria: At least 51 percent of the business is owned and controlled by low- or very low-income persons, or at least 51 percent of the business is owned and controlled by current public housing residents or residents who currently live in Section 8-assisted housing, or over 75 percent of the labor hours performed for the business over the prior three-month period are performed by Section 3 workers.
