Freedom of Information Act (FOIA) Resources

The Detroit Housing Commission (DHC) provides three key documents to help the public understand and exercise their rights under the Michigan Freedom of Information Act:

 

1. DHC FOIA Procedures and Guidelines (Effective January 12, 2026)

This is the official document detailing how FOIA requests are processed, including submission methods, timelines, fee calculations, and rules for inspection and certified copies. It also contains appeals procedures for both denial of records and excessive fees, located in Sections 8 and 9, along with penalties for non-compliance in Section 11.

2. Summary of DHC FOIA Procedures and Guidelines

A simplified overview of the full policy, written in plain language. It explains who can request records, how to submit a request, expected response times, fees, and your rights to appeal. Appeals information is summarized under Section 6 of this document.

 

3. FAQ of DHC FOIA Procedures and Guidelines

A quick-reference guide answering common questions about FOIA, including how to make a request, costs, timelines, and what to do if your request is denied or fees seem excessive. Appeals procedures are highlighted in Questions 8 and 9.
