Our Programs

Resident Services believe in creating lasting change through action. Our programs are the heart of our mission, designed to address the most pressing needs for our residents and empower individuals to thrive. Each initiative is built on a foundation of self-sufficiency, education, and sustainability. The Programs are tailored to provide tangible support and opportunities. We invite you to explore our programs below.

Choice Neighborhood Initiative: The City of Detroit and the Detroit Housing Commission (DHC) are collaborating on an exciting new community plan for the Forest Park/Eastern Market neighborhood. We are proud to have been awarded a federal Choice Neighborhoods Planning Grant from HUD, a testament to our commitment to a diverse and inclusive planning process. Our goal is to ensure that every voice is heard and valued as we shape the future of our community. This initiative is focused on redevelopment of two key DHC properties: Forest Park Apartments and Diggs Homes. We will replace 100% of these housing units within the neighborhood as part of new, modern, mixed-income developments. Our collaboration is built on three core pillars:>

  • Housing: We are replacing older public housing with new, high-quality, and energy-efficient homes that promote a diverse, mixed-income community.
  • People: We are creating new opportunities for residents to improve their quality of life through enhanced access to education, stable employment, and comprehensive health services.
  • Neighborhood: Our vision is to transform the area into a safe, well-functioning, and vibrant mixed-use neighborhood where everyone can thrive. This is more than just a housing project, it's a plan to build a stronger, more connected community for all residents.

 

Digital C Initiative: Residents at Diggs Homes, Forest Park Apartments, and Brewster Homes can now enjoy the incredible benefit of ultra-fast home internet, delivered right to your door at absolutely no cost. This initiative, part of Canopy, Powered by Connect 313, is designed to bridge the digital divide and empower our community. >Here’s what makes this program so exceptional:

  • Lightning-Fast Speeds, experience blazing-fast internet with speeds of up to 500 Mbps download and 100 Mbps upload. Whether you're streaming movies, attending online classes, or working from home, you'll have a seamless experience.
  • Completely Free: This is a truly free service through 2028. There are no monthly fees, no contracts to sign, and no credit checks required. You'll never have to worry about a surprise bill.
  • Zero Hidden Costs: Say goodbye to equipment fees and data caps. This service includes everything you need at no cost, so you can browse, stream, and learn without limits.
  • Digital Skills Training: To help you make the most of your new connection, free digital skills training will be available soon, empowering you with the knowledge to navigate the online world confidently.

 

Family Self-Sufficiency (FSS): The Family Self-Sufficiency (FSS) program is a powerful initiative designed to promote economic self-sufficiency, homeownership, and better employment and education opportunities for DHC public housing families. This program helps low-income families get better jobs and become more financially independent. Participants in the FSS program have a unique opportunity to build a substantial savings account that grows as their income increases. Upon successful completion of the program, they receive a check for the full amount they earned. The FSS program offers a comprehensive support system, including Customized action plan: work one-on-one with a Service Coordinator to design a personalized plan to achieve your financial and career goals. Job training & education: access valuable resources and training to enhance your skills and secure a better job. Financial literacy: learn essential skills in budgeting, saving, and managing debt to build a stable financial future. Mentorship & support: receive ongoing counseling and support to help you stay on track and overcome challenges.

 

Resident Opportunity Self-Sufficiency (ROSS): Your journey to self-sufficiency starts here, our dedicated Service Coordinators are your partners in building a brighter future. We understand that achieving economic and housing self-sufficiency is a personal journey, and we are here to guide you every step of the way with a comprehensive suite of supportive services. Categories include employment, job training, education, homeownership, youth programs, financial management, health, and wellness.>

 

Section 3:  Ensuring that economic opportunities from HUD funding (jobs, training, contracts) go to local low-income residents and businesses, fostering local development, improving neighborhoods, and increasing self-sufficiency in communities receiving housing/community development assistance

 

EnVision Center: The EnVision Center serves as a central resource hub for the entire DHC community. It is the home base for our YouthBuild program participants and provides a welcoming space for residents to access essential tools for their success. At the EnVision Center, residents can take advantage of the on-site computer lab and other valuable resources, helping them with everything from job searches to continuing education. This space is a testament to our commitment to providing our community with the resources they need to thrive.

 

YouthBuild: The YouthBuild program is a vital part of our efforts, serving as an outlet for community-based pre-apprenticeship, job training, and educational services. We are dedicated to empowering DHC youth, ages 18-24, who have left school without a high school diploma. Participants engage in hands-on construction and pre-apprenticeship training, preparing them for careers in skilled trades, while also working toward earning their GED or high school equivalency. Through hands-on programming and a supportive network, YouthBuild helps young residents gain the skills and confidence they need to become self-sufficient. Participants have access to an on-site computer lab and other valuable resources, ensuring they have the tools to succeed both personally and professionally. This program is more than just training; it's a launchpad for a brighter future.

 

Job Plus: The Job Plus Initiative is a comprehensive, job-based program designed to increase employment and economic self-sufficiency for residents of public housing. By providing intensive employment services, valuable financial incentives to help offset rent increases, and robust community support, we help you take control of your future. Our Job Plus program offers a range of services, including job training for new careers, job placement assistance, personalized counseling, and GED-HSE attainment. We're committed to helping you gain the skills and confidence needed to build a stable career and achieve your goals.

 

Homeownership: Are you a current resident on the Housing Choice Voucher Program interested in becoming a homeowner? The Housing Choice Voucher Homeownership Program offers a direct subsidy to assist with the purchase of a home, providing a clear path to homeownership as an alternative to renting. This program is designed to empower residents like you with the opportunity to build equity and invest in your future. If you are a senior or a person with a disability, the standard employment requirements are waived, making this opportunity accessible to more members of our community.
