Job Description:
The General Manager of Maintenance Services (GMMS) will be responsible for supporting Real Estate Management Division within the Detroit Housing Commission (DHC). The GMMS performs, manages, and supervises inspections, maintenance services, alterations, building system compliance and quality control processes of buildings, grounds, equipment, property, and other facilities for the DHC portfolio of properties. These job specifications are done by performing the duties personally, in addition to contracting and guiding other maintenance employees, building and grounds custodians and fee service employees assigned by the Chief Operating Officer. The ideal candidate will have a solid work ethic, be a self-starter, and have hands-on experience with various tools and construction tasks. This role will support routine maintenance and preventive maintenance efforts, including but not limited to, the physical aspects of the building(s), HVAC, building mechanics, electrical, plumbing, boilers, elevators, carpentry, major appliances and amenities, supervising the work of other associates and contractors, general management duties, and ensuring that all efforts meet Detroit Housing Commission’s (DHC’s) operational standards and any applicable laws and regulations throughout the entire portfolio (DHC owned and Composed Unit sites). This position will plan, direct, organize, coordinate, and provide assistance to the Property Managers and District Asset Managers, and perform quality control of the work completed by the maintenance crew and contractors. This position will plan, organize, coordinate, and provide support to the Alternative Management Entities (AMEs) and Component Unit Sites (CUs), and perform quality control of the work completed to ensure Low Income Public Housing (LIPH) Program compliance. The General Manager of Maintenance Services will perform a variety of tasks to independently, troubleshoot and/or maintain DHC structures, facilitate preventative maintenance plans, establish training for maintenance employees and meet housing standards for grounds keeping. The General Manager of Maintenance Services will ensure residents receive delivery of maintenance services that promotes and preserves quality affordable housing. This position works under the general supervision of the Chief Operating Officer of Real Estate Management.
Supervisory Responsibilities
Supervises, through intermediate supervisors of DHC-Managed sites, employees involved in maintenance and repair work of facilities and equipment, such as maintenance technicians, glaziers, painters, carpenters, vehicle operators, building and grounds custodians, and oversees the work done by third-party contractors, such as elevator mechanics, electricians, and plumbers. Responsibilities also include conferring with managers, housing operations management and development and modernization staff on policies and procedures; required actions for repair, renovation, alterations, physical needs, preventive maintenance assessments and other maintenance activities. Meets with resident groups, boards, and representatives on maintenance problems and activities to explain the necessity for and seek their participation in the establishment and enforcement of housekeeping standards.
Essential Job Functions
- Assists Property Manager in tracking vacant units, scheduling work orders, scheduling the renovation of vacant units, and conducting move-out inspections.
- Possess strong leadership skills and has the ability to work independently to drive program compliance for federal state, local regulations and reach project target dates of completion, related to uniform physical condition standards and building codes.
- Provide hands-on support and guidance on special projects for DHC-Managed properties and provide cross-functional technical support and training to maintenance crews for DHC-Managed, AMEs and CU sites.
- Demonstrate experience with Low Emission burners and related equipment
- Demonstrate experience with systems that generate heat or electricity in a facility. Some of the equipment that they are responsible for includes Low-pressure boilers, High-pressure boilers, Power boilers, Steam boilers, Hot water heating systems
- Troubleshoots Residential, industrial, and commercial boilers as well as associated burner/control systems and all ancillary equipment.
- Demonstrated knowledge with generators, both natural gas and/or diesel, transfer switches both manual and automatic
- Oversees and Maintains fire safety systems and ensures NFPA Compliance while training the Maintence Technicians on proper maintenance protocols and schedules
- Ensure Elevator Safety Compliance
- Demonstrates knowledge of EPA, HUD, EGLE and City of Detroit Lead Safety Requirements and policies
- Assist in the preparation of bid specifications and solicits bids from contractors for all contracted work as it relates to maintaining DHC structures and grounds to ensure residents receive affordable and quality housing.
- Under the direction of the Chief Operating Officer of Real Estate Management, secures parts and supplies as needed for contractors, if necessary. Gathers materials as needed and maintains equipment and tools and ensures they are clean and safe for operation.
- Inspects work of contractors, assembles data and generates operational reports as required or assigned and submits reports of performance to the Chief Operating Officer of Real Estate Management.
- Supports intermediate management with oversight and maintenance projects by determining work assignment priority; planning work assignments; developing and maintaining workforce and manpower needs; supervising work in progress; inspecting completed assignments; creating punch lists to document discrepancies; ensuring completion of projects and assignments; and verifying and approving material requisitions.
- Maintains project oversight by ensuring timelines are met and coordinating changes; managing costs; recommending equipment and facility improvements and cost reductions.
- Ensures compliance with DHC’s policies and procedures and supports company mission, values, and standards of ethics and integrity by implementing related action plans; utilizing and supporting the Open-Door Policy; and providing guidance on applying best business processes and practices.
- Knows and ensures all laws, codes, ordinances, policies, procedures, Risk Management, safety precautions, rules/regulations and emergency procedures are followed.
- Assists Property Manager, AMEs and CU sites to ensure successful outcomes with UPCS, City of Detroit building code inspections, REAC inspections, Maintenance Operations Plan, Integrated Pest Management Plan and Preventative Maintenance Program.
- Maintain detailed reports of inspections of equipment and licenses, as well as keeping records for property audits.
- Acts as a contact for fire, flood, and major emergencies, including the oversight of the storm preparation process.
- In conjunction with the Property Managers and other Division employees, develop programs to train facility employees on Fire/Life Safety, Emergency and OSHA Procedures.
- Coordinate and oversee special projects, unit-turns/remodeling, maintenance repairs and outside vendors/contractors work to assure compliance with contracts/ purchase orders and safety requirements.
- Recommend and vet new material and technologies to help streamline maintenance operations. Update Data Emergency Health and Safety cures in PIC-PASS and NASS, following REAC inspections, in accordance with HUD regulations.
- Under the direction of the Chief Operating Officer of Real Estate Management, Assists Property Manager in administering an inventory control system for maintenance and janitorial supplies at inventory points within the AMP, including appliances make, models and serial numbers.
- Utilize work order system and ensures that materials, job codes and labor hours are properly recorded, and other computer programs related to job duties. Verifies that all work orders are completed at the close of the workday.
- Performs quality control inspections on 20% of all completed work orders, monthly and report deficiencies, cures and training needs to the Chief Operating Officer of Real Estate Management.
- Performs a variety of tasks to independently troubleshoot, repair, or replace items or systems found in DHC structures.
- Ensures the establishment of performance standards for evaluation of work methods, materials specified and maintenance personnel skills and abilities.
- Evaluates the performance of subordinates and provides training and coaching as required to improve performance.
- Ensures procurement and adequate inventory of maintenance supplies and materials.
- Perform a variety of tasks to independently troubleshoot, repair, or replace items or systems found in DHC structures.
- Utilize work order system and ensures that materials, job codes and labor hours are properly recorded, and other computer programs related to job duties.

- Considerable knowledge of structural preventive maintenance methods and practices.
- Thorough knowledge of the methods, building trades occupations, equipment, and problems involved in large scale buildings and property maintenance work.
Physical Effort and Working Conditions
Work is performed in the office and in the field and typically involves being physically active; see well enough to read standard text; speak well enough to give clear instructions, address audiences as required and obtain information; having sufficient dexterity to use a variety of data input devices. The employee must be able to handle light and heavy-duty equipment, handle objects weighing up to 20 pounds, and occasionally handle objects weighing up to 50 pounds. The employee will occasionally work in awkward positions, noisy and dirty areas, and uncomfortable weather conditions.
Other Requirements
Must have and maintain a valid State of Michigan Driver’s License and insurability; be capable of obtaining Federal, State of Michigan and City of Detroit Police Department criminal investigation clearances; and pass a drug screening test administered by the Detroit Housing Commission or the appointed designee for the Commission.
Minimum Qualifications
Preferred: Bachelor’s Degree in Applied Science in science, engineering, or management discipline and a minimum of two years Property Management experience may be considered as a plus.
Required: Associates degree in Applied Science in science, engineering, management, or related discipline or, technical training certification, professional skilled laborer license or journeyman's license with a minimum of 7 years of combined relevant experience, may be considered in lieu of a degree. Or, 10 or more years of demonstrated experience in facilities operations, maintenance, or construction in highly regulated facilities with complex building systems. Five (5) or more years of administrative/supervisory experience in a responsible maintenance management position, preferably in a large-scale multi-family public housing authority or with a private property management company. Must be able to read and write in English. Must possess and maintain a valid Michigan Driver’s License and insurability. Must obtain Manager of Maintenance certificate and UPCS certification within one (1) year of employment and Builders License within two (2) years of employment. This position is required to provide around-the-clock on-call after-hour service and coordination, when applicable.
SALARY RANGE: $60,000-$70,000
