The Moderate Rehabilitation Program (“MOD Program” or “MOD Rehab”) is designed to provide low and moderate-income homeowners with assistance necessary to improve the living conditions of their rental properties to be safe and habitable. The MOD Program was repealed in October 1991 and no new projects are authorized for development. Assistance is limited and required to properties previously rehabilitated pursuant to a housing assistance payments (HAP) contract between an owner and a Public Housing Agency (PHA) thus DHC will continue to address policies and procedures related to the MOD Program.
DHC provides project-based rental assistance for low income families through technical assistance and a deferred loan to finance a rehabilitation contract between an owner applicant and a private contractor known as housing rehabilitation assistance.
